Probable Reality: Little outreach is actually going on here. Most of what is going on is outreach fluff.

It is very difficult to establish a meaningful outreach strategy in a megachurch after that church has gotten off the ground and its budget is established. Outreach is by far most easily established when a church in its formative stages before the figurative cement hardens.

Large churches build systems that require enormous amounts of money to continue going forward. The result—token outreach measures are taken that equate to visibility but produce little outreach momentum or change.

There is always a focus on the potential for greater outreach and greater care when a budding megachurch is in rapid expansion mode. However rarely (never?) is this momentum sustained over the long haul. The promise of more outreach down the road doesn’t usually turn into a reality.
